I had similar problem and please note that we need not set JAVA_HOME unless we are going to use debug mode. tomcat in windows 7 can handle spaces in environment variables the problem is because of "bin" in the path. setting JRE_HOME to C:\Program Files (x86)\Java\jre1.8.0_65 solved my problem and tomcat is up and running without any trouble

Your command is correct for a windows 10 machine. And the result tells us, that this variable is not set. You can look for the settings for the environment variables in your start menu. You'll see settings for other variables like Path, TEMP and so on. There you can add JAVA_HOME (here without %).
For Eclipse 2018-09 (4.9) which was released before Java 11 there is only a BETA plug-in for Java 11. Official (built-in) Java 11 support was introduced in Eclipse 2018-12 (4.10). Eclipse 4.7.2 is Oxygen.2. –
This environment variable is needed to run this program NB: JAVA_HOME should point to a JDK not a JRE. Finally I got the solution. Please set the JAVA_HOME value by Browse Directory button/option. Try to find the jdk path. Ex: C:\Program Files\Java\jdk1.8.0_181. It will remove the semicolon issue.
